posixworker: avoid creating workers that end up getting no work If `workers` (the detected or configured number of CPUs) is greater than the number of work items, then some of the workers end up getting 0 work items. Fast-forward:

  $ hg merge b

  (branch merge, don't forget to commit)
  $ hg ci -Ammerge

Bogus fast-forward should fail:

  $ hg merge b
  abort: merging with a working directory ancestor has no effect
  [255]

Even with strange revset (issue4465)

  $ hg merge ::.
  abort: merging with a working directory ancestor has no effect
  [255]
