rust-clippy: merge "config" module definition and struct implementation

Module inception is confusing when looking for code and almost never
the right choice.

  $ hg init repo
  $ cd repo
  $ touch a

  $ unset HGUSER

  $ echo "username= foo" >> .hg/hgrc
  $ echo "          bar1" >> .hg/hgrc

  $ hg ci -Am m

  $ HGUSER=`(echo foo; echo bar2)` hg ci -Am m
  adding a
