testing: fix _timeout_factor

With `--debug`, `run-tests.py` set the timeout to 0... that breaks the logic in
`mercurial.testing`.

A script that implements uppercasing all letters in a file.

  $ UPPERCASEPY="$TESTTMP/uppercase.py"

  > setbinary(sys.stdout)

This file attempts to test our workarounds for pickle's lack of
support for short reads.

Check that we don't get a crash
