factor out the url handling from httprepo
Create url.py to handle all the url handling:
- proxy handling
- workaround various python bugs
- handle username/password embedded in the url
Basic install:
$ make # see install targets
$ make install # do a system-wide install
$ hg debuginstall # sanity-check setup
$ hg # see help
