revlog: do not use delta for lfs revisions

This is similar to what we have done for changegroups. It is needed to make
sure the delta application code path can assume deltas are always against
vanilla (ex. non-LFS) rawtext so the next fix becomes possible.

  $ hg init base

  $ cd base
  $ echo 'alpha' > alpha
  $ hg ci -A -m 'add alpha'

  $ cd ..

  $ hg clone base work

  $ cd work

  $ hg ci -A -m 'add beta'

  $ hg pull -q
  $ hg merge

  (branch merge, don't forget to commit)

Update --clean to revision 1 to simulate a failed merge:

  $ rm alpha beta gamma
  $ hg update --clean 1
  2 files updated, 0 files merged, 0 files removed, 0 files unresolved

  $ cd ..
