devel: use the new 'config' argument of the develwarn in deprecwarn
Controling all deprecation warnings with the same config seems sensible. This
mirror a fix (about missing gating) submitted for stable but with the new API.

Basic install:
$ make # see install targets
$ make install # do a system-wide install
$ hg debuginstall # sanity-check setup
$ hg # see help
Running without installing:
$ make local # build for inplace usage
$ ./hg --version # should show the latest version
