py3: use raw strings and %d for formatting

Before the string compares on Python 3 failed because we were
comparing bytes to str. Using raw strings ensures we are
always comparing str.

While we're here, also use %d to format integers.

a simple plain text format that's easy to read and edit:

It's also convertible to a variety of other formats including standard
UNIX man page format and HTML. You'll need to install Docutils:

  http://docutils.sourceforge.net/

Use the Makefile in this directory to generate the man and HTML pages.
