convert: stringify `shlex` class argument
The documentation is handwavy, but typeshed says this should be `str`[1]. I'm
not sure if this is the correct encoding (vs `fsencode` or "latin1" like the
tokens returned by the proxy class).
While we're here, we can add a few more type hints that would have caused pytype
to flag the problem.

Regression test for support for the old repos with strange diff encoding. Apparently it used to be possible (maybe it's still possible, but we don't know how) to create commits whose diffs are encoded relative to a nullrev. This test checks that a repo with that encoding can still be read.
