rust: mostly avoid streaming zstd decompression
Streaming ZStd decompression seems slightly slower, and
the API we use makes it very inconvenient to re-use the
decompression context.
Instead of using that, use the buffer-backed version,
because we can give a reasonable-ish size estimate.
commit hooks can see env vars
(and post-transaction one are run unlocked)

Issue1827: Hooks Update & Commit not completely post operation
commit and update hooks should run after command completion. The largefiles
use demonstrates a recursive wlock, showing the hook doesn't run until the
final release (and dirstate flush).
