phases: directly update the phase sets in advanceboundary This is similar to what we do in retractboundary. There is no need to invalidate the cache if we have everything at hand to update it.

Test that translations are compiled and installed correctly.

Default encoding in tests is "ascii" and the translation is encoded
using the "replace" error handler:

  $ LANGUAGE=pt_BR hg tip

  [10]

Using a more accommodating encoding:

  $ HGENCODING=UTF-8 LANGUAGE=pt_BR hg tip

Different encoding:

tool itself by doctest
