dirstate: state that getcwd() shouldn't be used to get real file path

hgweb will force it to be '' so that file patterns can be resolved relative
to the repository root. I want to clarify that is correct.

  $ echo a > a/b
  $ hg ci -Am m
  adding a/b

  $ hg rm a
  removing a/b (glob)
  $ hg ci -m m a

  $ mkdir a b
  $ echo a > a/b

  adding a/b

  $ hg rm a
  removing a/b (glob)
  $ cd b

Relative delete:

  $ hg ci -m m ../a

  $ cd ..
