hgweb: add support to explicitly access hidden changesets

This changeset adds a "global" `access-hidden` argument to hgweb. This argument
lift the "hidden" filtering. This means the request has access to hidden (eg:
obsolete) changesets. Secret changesets remains filtered.

This feature has multiple applications. The first main use case is to allow the
hgweb interface to display more obsolescence related data, such as the Anton
Shestakov work to add `obslog` support to hgweb.

The second foreseen usecase is support for a `--remote-hidden` argument to `hg
pull` and `hg clone`. This flag will make it possible to retrieve hidden
(typically obsolete) changeset under some conditions. This is useful when
digging up obsolescence history or when doing full mirroring. More on this
feature coming in later changesets.

To avoid exposing information by mistake, access to this feature is currently
controlled with the `experimental.server.allow-hidden-access` config option. The
option works the same way as `web.allow-push`. The current default is to not
allow any hidden access. However we might change it before the feature stop
being experimental.

debuginstall extension support

Verify that Mercurial is installable with pip. Note that this MUST be
the last test in this file, because we do some nasty things to the
shell environment in order to make the virtualenv work reliably.

On Python 3, we use the venv module, which is part of the standard library.
But some Linux distros strip out this module's functionality involving pip,
so we have to look for the ensurepip module, which these distros strip out
completely.
On Python 2, we use the 3rd party virtualenv module, if available.

Hack: Debian does something a bit different in ensurepip.bootstrap. This makes
it so that pip thinks the 'wheel' wheel is installed so it can build wheels;
when it goes to try, however, it shells out to run `python3 -u <setup.py>`,
that *doesn't* get the 'wheel' wheel, and it fails with an invalid command
'bdist_wheel'. To fix this, we just delete the wheel from where Debian put it in
our virtual env. Then pip doesn't think it's installed and doesn't try to build.

Note: we use this weird path to run pip and hg to avoid platform differences,
since it's bin on most platforms but Scripts on Windows.
