develwarn: use the lock helper in local repo

We have a helper function to know if a lock is taken. When checking lock usage
we now use it instead of manually accessing the locks.

look for python scripts that do not use /usr/bin/env

look for shell scripts that do not use /bin/sh

  $ hg files 'set:grep(r"^#!.*/bi{1}n/sh") and not grep(r"^#!/bi{1}n/sh")'
  [1]
