tests/test-rebuildstate.t

parsers: introduce headrevsfiltered in C extension

All extensions that have this function do support filtering. The existing
headrevs function may support filtering but we cannot reliably detect whether
it does.

basic test for hg debugrebuildstate

  $ hg init repo
