typing: add type hints to `mercurial.verify._normpath()`

Since 10db46e128d4, pytype almost figured this out, going from `Any` -> `_T0`,
but the intent is obvious.

  $ echo a > a/b
  $ hg ci -Am m
  adding a/b

  $ hg rm a
  removing a/b
  $ hg ci -m m a

  $ mkdir a b
  $ echo a > a/b
  $ hg ci -Am m
  adding a/b

  $ hg rm a
  removing a/b
  $ cd b

Relative delete:

  $ hg ci -m m ../a

  $ cd ..
