typing: add type hints to `mercurial.verify._normpath()`

Since 10db46e128d4, pytype almost figured this out, going from `Any` -> `_T0`,
but the intent is obvious.

  $ echo "[ui]" >> .hg/hgrc

  $ hg ci -Am m

  $ rm .hg/hgrc

  $ HGUSER=`(echo foo; echo bar2)` hg ci -Am m
  adding a
  abort: username 'foo\nbar2' contains a newline
