registrar: move cmdutil.command to registrar module (API)

cmdutil.command wasn't a member of the registrar framework only for a
historical reason. Let's make that happen. This patch keeps cmdutil.command
as an alias for extension compatibility.

  $ rm -rf a
  $ hg init a
  $ cd a
  $ echo a > a
  $ hg ci -Am0
  adding a
  $ hg tag t1 # 1
  $ hg tag --remove t1 # 2

  $ hg co 1
