bundlerepo: drop use of `_cacheabletip`
Now that bundlerepo use a read only VFS, we do not worry about what part of the
branchmap is written back to disk. Nothing is written at all.

Basic install:
$ make # see install targets
$ make install # do a system-wide install
$ hg debuginstall # sanity-check setup
$ hg # see help
Running without installing:
$ make local # build for inplace usage
$ ./hg --version # should show the latest version
