rust-threads: force Rayon to respect the worker count in config

As per the inline comment, this is a workaround because Rust code does not yet
know how to read config files.

  $ hg rm a
  removing a/b
  $ hg ci -m m a

Relative delete:

  $ hg ci -m m ../a
