rust-python3: compatibility fix for incoming PyLong

On Python3, PyInt is PyLong and it doesn't have the
`value()` method.
Re upcasting to PythonObj as done here works, but we
might prefer taking a PythonObj from the onset
(would require more testing)

Testing head checking code: Case B-2

Mercurial checks for the introduction of new heads on push. Evolution comes
into play to detect if existing branches on the server are being replaced by
some of the new one we push.

This case is part of a series of tests checking this behavior.
