inotify: Abstract the layer format and sizes to a inotify.common dictionary

Instead of having a single possible request format, introduce a dictionary
of possible messages in inotify.common

% init foo-base
% create alpha in first repo
adding alpha
% clone foo-base to foo-work
updating working directory

% create beta in second repo

% create gamma in first repo

% pull into work and merge
