changegroup: rename cg1packer to cgpacker

There is now only a single class. We don't need to encode the
version in its name since the version is a lie.

We check debian package contents with portable tools so that when
we're on non-debian machines we can still test the packages that are
built using docker.

mercurial-common should have .py but no .so or .pyc
