wheels: factor the core of Linux wheel building into a script

This will make it easy to reuse in the release process while making sure we
build the wheel the same way as in the CI.

  $ echo "[extensions]" >> $HGRCPATH
  $ echo "mq=" >> $HGRCPATH

  $ hg init repo
  $ cd repo

  $ echo 'base' > base
  $ hg ci -Ambase
  adding base

  $ hg qnew -mmqbase mqbase

  $ hg qsave
  $ hg qrestore 2
