phases: define an official tuple of phases we do not share

Same motivation as for `mutablephases`, having a single definition helps with
updating phases logic.

  $ mkdir a

  $ hg ci -Am m
  adding a/b

  $ hg rm a
  removing a/b
  $ hg ci -m m a

  $ mkdir a b
  $ echo a > a/b

  adding a/b

  $ hg rm a
  removing a/b
  $ cd b

Relative delete:

  $ hg ci -m m ../a

  $ cd ..
