revset: added lazyset implementation to matching revset

Performance Benchmarking:

$ time hg log -qr "first(matching(0))"

real  0m2.213s
user  0m2.149s
sys 0m0.055s

$ time ./hg log -qr "first(matching(0))"

real  0m0.177s
user  0m0.137s

Translations are optional:

Test that translations are compiled and installed correctly.

Default encoding in tests is "ascii" and the translation is encoded
using the "replace" error handler:

  $ LANGUAGE=pt_BR hg tip

  [255]

Using a more accomodating encoding:

  $ HGENCODING=UTF-8 LANGUAGE=pt_BR hg tip
