upgrade: directly use the upgrade action constant

This make the code simpler and will make it simpler to add more case in the
future.

  $ hg init a
  $ cd a

Should print nothing:

  $ hg add b
  $ hg st

  $ echo y > b/y
  $ hg st

Should fail:

  $ hg st b/x

Should fail:

  $ hg add b b/x

Should arguably print nothing:

Should fail:
