setup.py: subprocess instead of os.popen, sys.stderr.write instead of print

Also check that .hg is a directory.

Basic install:

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup
 $ hg              # see help
