tests/test-convert-splicemap

localrepo: rename in-memory tag cache instance attributes (issue548).

- self.tagscache to self._tags
- self._tagstypecache to self._tagtypes
- this is for consistency, readability, privacy, and to subtly hint
  that "caching" is something else
