run-tests: introduce a name for os.environb

On python 2 this is just os.environ, but on python 3 we need to get to
os.environb in several places.

  $ hg ci -Am m
  adding a/b

  $ hg rm a
  removing a/b (glob)
  $ hg ci -m m a

  $ mkdir a b
  $ echo a > a/b

  adding a/b

  $ hg rm a

Relative delete:

  $ hg ci -m m ../a

  $ cd ..
