run-tests: refactor port number declaration

Instead of making port numbers derived from count and a global initial
port, we now pass a start port to Test.__init__ and do the calculation
at a higher level.

  $ echo "[extensions]" >> $HGRCPATH
  $ echo "mq=" >> $HGRCPATH

  $ hg init

  $ echo 'base' > base
  $ hg ci -Ambase
  adding base

  $ hg qnew -mmqbase mqbase

  $ hg qsave
  $ hg qrestore 2
  restoring status: hg patches saved state
