test: simplify test-amend.t to avoid race condition

Insted on relying on sleep, we could simply have the editor do the file change.
This remove the reliance on "sleep" and avoid test failing on heavy load
machine.

To test this, I reverted the code change in 5558e3437872 and the test started
failing again.

This is a graft on stable of 141ceec06b55 which should have targeted for stable.

 * A shell that supports `$(command)`` syntax for command substitution is now
   required for running the test suite. The test runner normally uses
   `sh`, so if that is a shell that doesn't support `$(command)` syntax,
   you can override it by setting `$HGTEST_SHELL` or by passing it to
   `run-tests.py --shell <shell>`.

 * The (experimental) narrow extension's wire protocol changed. If
   you're using it, you'll need to make sure to upgrade server and
   client at the same time.
