hgweb: load server settings from --web-conf (issue4699)

It copies the ui before loading the webconf and passes the copied ui only
to the service. This way, the hgwebdir app can reload configs cleanly.

  $ mkdir a
  $ echo a > a/b
  $ hg ci -Am m
  adding a/b

  $ hg rm a
  removing a/b (glob)
  $ hg ci -m m a

  $ mkdir a b

Relative delete:

  $ hg ci -m m ../a
