export: extract function to write patch to file object (API)

This is common use case of cmdutil.export(), and we wouldn't want to handle
formatter thingy everywhere.

   The ``fp`` argument is removed from ``cmdutil.export()``. Use
   ``cmdutil.exportfile()`` instead.
