hghave: disallow symlinks on Windows
Symlinks on Windows require either a special priviledge, or enabling Developer
Mode. It's probably the latter that is enabled on the new CI machine. But
since Mercurial itself is saying no to symlinks on Windows, the tests for
symlinks shouldn't be attempted. This should fix a lot of the noise in the py3
tests.

============================================ Testing obsolescence markers push: Cases B.3 ============================================ Mercurial pushes obsolescences markers relevant to the "pushed-set", the set of all changesets that requested to be "in sync" after the push (even if they are already on both side). This test belongs to a series of tests checking such set is properly computed and applied. This does not tests "obsmarkers" discovery capabilities.
