phases: mark `phasecache.phaseroots` private
We are about to change its content from nodeid to revnum. So anyone directly
using the content might be in unexpected troubles. We start by making it private
to explicitly break any such user (and discourage them to do so).

#require no-windows no-rhg XXX-RHG this test hangs if `hg` is really `rhg`. This was hidden by the use of `alias hg=rhg` by run-tests.py. With such alias removed, this test is revealed buggy. This need to be resolved sooner than later.
