win32mbcs: wrap two more functions to be wrapped.
util.checkwinfilename() and util.checkosfilename() are wrapped.
The former, used by scmutil, is not friendly for Shift_JIS bytes.
The latter is an dynamic alias of checkwinfilename() used by other
modules.
