debuglock: access the lock file using the proper vfs

Before this fix, 'wlock' was always reported as "free" because '.hg/store/wlock'
have never been a thing.

  $ hg init
  $ echo a > a
  $ hg add a
  $ hg commit -m test

Do we ever miss a sub-second change?:
