rust-chg: add main program

It can at least connect to a *running* command server, and execute Mercurial
command. No signal handling nor daemon management is implemented yet.

The file/directory replacement can only be reproduced on
bzr >= 1.4. Merge it back in test-convert-bzr-directories once
this version becomes mainstream.
