cmdutil: allow native string as input to check_at_most_one_arg() We seem to always convert **opts args to use bytes as keys early on in Mercurial core, but I'm not sure we have good reason to do that, and not all extensions do that. Ensure debuild doesn't run the testsuite, as that could get silly.

We check debian package contents with portable tools so that when
we're on non-debian machines we can still test the packages that are
built using docker.

  ./usr/lib/python2.7/dist-packages/mercurial/parsers*.so (glob)
mercurial-common should have .py but no .so or .pyc
