hgweb: make 'summary' work with hidden changesets (

Since the 'summary' view used by e.g. gitweb and monoblue shows both a
changelog and a bookmarks list, the same changes are needed here as were
made to the 'changelog' and 'bookmarks' web commands (
56ca4443a343 and
886936ecc21b, respectively).

$ make # see install targets
$ make install # do a system-wide install
$ hg debuginstall # sanity-check setup
$ hg # see help
Running without installing:
$ make local # build for inplace usage
$ ./hg --version # should show the latest version
