py3: use '//' for integer division in hgweb/common.py

'/' on Python 3 does the float division.

Bogus fast-forward should fail:

  [255]

Even with strange revset (issue4465)

  $ hg merge ::.
  abort: merging with a working directory ancestor has no effect
