py3: use pycompat.sysargv in dispatch.run()

Another one to have a bytes result from sys.argv in Python 3.
This one is also a part of running `hg version` on Python 3.

  $ rm -rf a
  $ hg init a
  $ cd a
  $ echo a > a
  $ hg ci -Am0
  adding a
  $ hg tag t1 # 1
  $ hg tag --remove t1 # 2

  $ hg co 1
