dispatch: use the request to store the ui object

and check if we got one before creating.

note that the contents of the ui object might change after
dispatch() returns (by options passed through --config for example),
to ensure it doesn't, pass a copy() of it.

  $ rm -rf a
  $ hg init a
  $ cd a

  $ echo foo > foo
  $ hg ci -qAm0
  $ chmod +x foo
  $ hg ci -m1
  $ hg co -q 0
  $ echo dirty > foo
  $ hg up -c
  abort: uncommitted local changes
