rust: add logging utils

This change adds the `log` crate, the community-approved logging facade backed
by Rust core developers as well as the logging-consumer crate `simple_logger`
to build a foundation for logging from Rust.

Using this setup allows us to choose how to log depending on the way `hg-core`
is used: if it's within the context of `hg-cpython`, we might not want to use
it the same way as with a direct cli for example.

Checking the size/permissions/file-type of files stored in the
dirstate after an update where the files are changed concurrently
outside of hg's control.

  $ hg init repo
  $ cd repo
  $ echo a > a
  $ hg commit -qAm _
  $ echo aa > a
  $ hg commit -m _

  $ hg debugdirstate --no-dates

Do an update where file 'a' is changed between hg writing it to disk
and hg writing the dirstate. The dirstate is correct nonetheless, and
so hg status correctly shows a as clean.
