Merge tools can take a while - let's ensure that they're appropriately tagged

  $ touch a

  $ unset HGUSER
  $ echo "[ui]" >> .hg/hgrc

  $ echo "          bar1" >> .hg/hgrc

  $ hg ci -Am m
