clfilter: remove usage of `range` in favor of iteration over changelog
If we want to apply filtering at changelog level, we need to iterate over it.

Failed qimport of patches from files should cleanup by recording successfully
imported patches in series file.

qimport valid patch followed by invalid patch
$ hg qimport b.patch fakepatch

$ hg qimport -r 0
