dirstate: remove meaningless dirstateguard
Previous patch made dirstate changes in a transaction scope "all or
nothing". Therefore, 'dirstateguard' is meaningless, if its scope is
as same as one of the related transaction.
This patch removes such meaningless 'dirstateguard' usage.
