copies: simplify merging of copy dicts on merge commits After we removed some filtering in 35d674a3d5db (copies: don't filter out copy targets created on other side of merge commit, 2019-04-18), we will always include all entries from "copies1", so we can simplify the code based on that. If you can't run the entire testsuite for some reason (it can be
difficult on Windows), please at least run `contrib/check-code.py` on
any files you've modified and run `python contrib/check-commit` on any
commits you've made (for example, `python contrib/check-commit
273ce12ad8f1` will report some style violations on a very old commit).
