run-tests: add option for running with and without Rust extensions

This provide a simple and clear way to run the test with or without rust.

  $ hg clone http://localhost:$HGPORT/ copy
  abort: * (glob)
  [255]

  $ test -d copy
  [1]

  $ "$PYTHON" "$TESTDIR/dumbhttp.py" -p $HGPORT --pid dumb.pid
