url: move URL parsing functions into util to improve startup time
The introduction of the new URL parsing code has created a startup
time regression. This is mainly due to the use of url.hasscheme() in
the ui class. It ends up importing many libraries that the url module
requires.
This fix helps marginally, but if we can get rid of the urllib import
in the URL parser all together, startup time will go back to normal.
perfstartup time before the URL refactoring (8796fb6af67e):
! wall 0.050692 comb 0.000000 user 0.000000 sys 0.000000 (best of 100)
current startup time (139fb11210bb):
! wall 0.070685 comb 0.000000 user 0.000000 sys 0.000000 (best of 100)
after this change:
! wall 0.064667 comb 0.000000 user 0.000000 sys 0.000000 (best of 100)

'''browse command output with an external pager To set the pager that should be used, set the application variable:: [pager] pager = less -FRSX If no pager is set, the pager extensions uses the environment variable $PAGER. If neither pager.pager, nor $PAGER is set, no pager is used. If you notice "BROKEN PIPE" error messages, you can disable them by setting:: [pager] quiet = True You can disable the pager for certain commands by adding them to the pager.ignore list:: [pager] ignore = version, help, update You can also enable the pager only for certain commands using pager.attend. Below is the default list of commands to be paged:: [pager] attend = annotate, cat, diff, export, glog, log, qdiff Setting pager.attend to an empty value will cause all commands to be paged. If pager.attend is present, pager.ignore will be ignored. To ignore global commands like :hg:`version` or :hg:`help`, you have to specify them in your user configuration file. The --pager=... option can also be used to control when the pager is used. Use a boolean value like yes, no, on, off, or use auto for normal behavior.
